Can L-2 children work in the United States?

No, not based on L-2 alone. Children receive L-2Y designation and are not employment-authorized unless they become eligible through a separate change of status or another independent basis.

Is L-2 treated like a strict residence-abroad visa category?

Not in the same way as some classic temporary-intent categories. Dual intent is recognized for L classification, and that merely seeking permanent residence in the future does not automatically disqualify someone from nonimmigrant classification. In practice, that means a clearly articulated future immigrant plan should not, by itself, be the reason an L-dependent case fails.
